Statement referred to above was communicated

on December 18th by His Majesty's Chargé d'Affaires

in Peking to his 11 colleagues representing Washing-

ton Treaty Powers other than China. Copies are

being communicated to such representatives of those

Powers as ask for them.

I would add for your guidance that it is not

intended to publish this statement for the present

though events may sooner or later force me to do so,

You should at once report should any leakage be

apparent in the local press and I should be grateful

for any indication you can give me as to the reception

of this statement by the Government to which you are

accredited.
